JA: Do you know the model of your Cadet trimmer? How old is it?
Customer: best I can find is: 22 in. 159cc Gas Walk Behind String Trimmer Mower I bought it last summer.
JA: How long has this been going on with your Cadet trimmer? What have you tried so far?
Customer: It started not long after I got the carb back on.

Customer: Well, like I said, after changing the carb it started up right away and ran fine.

Have drained the carburetor bowl to ensure that there is no water in the bowl? There is no screw adjustment on the carburetor that will help. The high speed is determined by the spring tension on the governor lever at the carburetor. Run engine manually, and see if pulling on the springs will increase the speed. If it does you can then increase the spring tension by bending the bracket it mounts to.
