Have you checked for voltage at the PTO to make certain that you are getting power to it?
Using a voltmeter set to check for VDC:
- Turn the ignition switch to on(do not start the engine).
- Turn the PTO switch on.
- Insert one test lead into each of the wires that go to the PTO, you should have around 12VDC coming to the PTO.
If you are not getting voltage to the PTO then you could have a bad PTO switch, seat switch or one of the two reverse switches. Once you have checked for voltage coming to the PTO then we can continue.
Are you able to drive the machine around even though the PTO is not working?
