Sounds like the blade brakes are worn and need to be replaced. Here is a diagram of your deck and part numbers that will be needed

You will need #53 in the diagram to repair this issue. you should have one on each side of the deck.

is it the blade brake arm thats #53

yes it is. check this one thing also first though. when you move the lever to engage and disengage the blades, does the pulley on the deck tighten and loosen the deck belt. could be a stuck cable and/or pulley system
