Where are you getting the image? Deere parts book shows the one in the link above. It is return spring, that attaches to the brake linkage, and goes back and attaches to long bolt or frame. I assume you have spring? There should be wear points on each end where spring would attach.

It is not clear, but the spring has to keep tension on the latch lever. It may go down, instead of up, I don't have one to look at.
