Pretty sure I can understand how to do this. Looks like the shroud is put on with rivets. Do I just pop them off? Or do I have to remove the fuel tank and entire housing?

if the starter part itself is riveted to the shroud, there will be 4-6 10mm bolts holding the shroud on and the once the shroud is off, you can access the starter rewind assembly
