Do you have good rpm before engaging blades? Are the deck pulley and blades moving freely, if you check them with engine OFF and not engaged? Is the throttle cable opening the flap in the carburetor fully?
Can you get rpm up if you manually move throttle at the carburetor?
CV16, do you have pulse fuel pump or the can driven fuel pump mounted to block? Maybe fuel pump is weak, and not delivering enough fuel?
1/4 cup in 15 seconds cranking. , at line at carburetor.
Is the throttle flap in carburetor opening fully with throttle cable? Can you get rpm up by moving throttle lever at carburetor?
Are you looking at the throttle flap or the choke flap?
Gotcha, same as Briggs. So is governor link capable of opening the throttle flap ? Have you check compression on engine, maybe just too weak to run mower!
I you manually move the governor link, will engine rev up? Usually if governor fails, it lets engine run at too high an rpm, not low rpm.

You keep avoiding the question as to whether you can rev engine higher manually.??
Have you checked the timing key between flywheel and crankshaft? Engine may be out of time.
Has to be sometime other than the carburetor and governor causing power loss and not reving up! Thanks.
