Sorry, I am at work right now.
I work 2 day jobs, and usually just help on Just Answer in the evenings, but sometimes I can get in a couple questions during my breaks.
Code 19 is Governor Actuator Short or Open.
Remove the cover from the governor actator, and unplug the wire connector.
Set your meter to ohms, and place one lead to each terminal of the actuator. It should read 1.7 - 2.8 ohms.
If it reads out of range, the actator is bad.
If it reads good, touch one meter lead to either terminal of the actuator, and the other lead to a good ground.
It should read no continuity.
If you get continuity here, the actuator is bad.
If the actuator tests good, the inverter is bad.

For a Code 19, it is going to be one of those 2 items.
