What engine , single cylinder or twin engine? Twin engine may be firing only on one cylinder. Single cylinder engine may be starving for fuel!

Check the fuel supply from tank to carburetor. If ok, is this a SV series engine? It would have adjustable valves and valves may be too tight. If a CH or CV engine series, it will have hydraulic lifters and no adjustment.

Expert:  Curtis B. replied 8 months ago.

Tight valves can cause surging and popping and smoke.
