Our Toro Clear 621E won't start even with the extension cord

Our Toro Clear 621E won't start even with the extension cord plugged to a power source. I tried the recoil starter and the electric starter button but no luck. I put in new gas on the machine yesterday. I have the choke on and primed before starting. It will start to run for about 5 seconds but will stop. It looks like the machine is only burning the primed gas and no gas is actually going in.
JA: Do you have fuel in the tank? If so, is the shut-off valve open and the fuel clean?
Customer: I put in new gas yesterday. The fuel is clean. Where is the shut off valve?
JA: Do you plan on doing the work yourself?
Customer: What has to be done?
JA: Anything else we should know to help you best?
Customer: I have given you all I know and what I've done to make it start.

Ok, what your issue is the needle valve is stuck

remove the gas bowl, and move the float up/down

and make sure the needle valve hooked to float is moving
