Here is service manual, section 6 starts the ignition section. The engine can be electronic ignition or a points and condenser ignition. My thoughts is it has points, ans the points and condenser is letting the spark occur at the wring time. The only other thing that affects timing is the flywheel to crankshaft key, and it is not likely bad.

here is link to a source for points, and the points are on top of the engine, sheet metal has to be removed and the cover is next to the carburetor, off to the side.

Your unit does not have points, and the flywheel has nothing to do with timing.

If the unit is backfiring, the first thing you need to do is to check and make sure that you are getting good spark to both plugs.

If you are getting good spark, the next thing would be to check and adjust the valves.

If that doesn't help, please let me know.
