I can't get the cover to fit back on because the thin ring

I can't get the cover to fit back on because the thin ring that fits around the sprocket won't fit over the sprocket. Sprocket is probably not the right word but opposite side of the pull cord. My model is the 235/240 e that I purchased about 16 months ago new.
JA: I'll do all I can to help. How long have you been dealing with this?
Customer: It started about a year ago and i have not used it since.
JA: Do you have fuel in the tank? If so, is the shut-off valve open and the fuel clean?
Customer: I'l have to go back downstairs and look at the shut off valve. But it does have gas
JA: Do you plan on doing the work yourself?
Customer: Yes
JA: Anything else we should know to help you best?
Customer: No. I guessing it has to do with the brakes or the clutch. If the ring would expand it would fit over.
