Before you do anything, you must know this - When the engine is speeding up and slowing down like that, it is called "hunting" or "surging". It is caused by a lean fuel condition, and is most often caused by a bad carburetor.
If your carb is bad, you need to have it rebuilt or replaced.
Simply making adjustments to try and compensate for a bad carb can lead to premature engine failure.
Now, with that out of the way, I have uploaded a drawing of your carb, showing which screw is which.
