I have A Toro puch mower, about 6 years old, keep oil

I have A Toro puch mower, about 6 years old, keep oil changed and maintained well - however I went to start it and the cord is locked tight and I cannot pull it - 2 weeks ago it worked fine - I just use it to cut the trim maybe 15 to 20 mins max. Any suggestions?
