there is nothing stopping or blocking the gov linkage. or any linkages? if you move the linkage will the engine slow down?

nothing blocking linkage, can move linkage and it will slow down

sounds like the gov gear which is inside the engine is failing. in order to fix it you would have to split open the engine.

I can push the rod in the cam and it will idle down, what hold the cam in place when the idle is low,
