I replaced the rotor,stator and brush holder on a 17kw

I replaced the rotor,stator and brush holder on a 17kw generac standby generator.The rotor has a blue coating on the metal part. I tried to take it off but it would not come off. Does this coating has to come off ? I am not getting any power in the house. I replaced the generator because there was a power surge while running and danaged the wireing on rotor. There is no cole reading

No, do not remove the blue coating. It is there to help prevent rust from building up on the rotor.
