Just trying to figure out what to do about my engine

Just trying to figure out what to do about my engine surging.
JA: Can you guesstimate how old the engine is? And has it done anything like this in the past?
Customer: Yes, it was built last year.
JA: Do you plan on doing the work yourself?
Customer: Most likely
JA: Anything else we should know to help you best?
Customer: Not sure. It started a couple days ago. The engine started running rough and then died. After I was able to get it started, it exhibited the surging. Checked/adjusted the spark plugs, cleaned the air filter. My next step is to replace the fuel filter, but I have to got get one first.

Make and model number of the engine? Single cylinder or a twin engine?

Briggs and Stratton V-twin Model 445877.

Twin Briggs, run a cylinder balance test. Loosen the spark plug wires, then with engine idling, remove one wire at a time, engine should continue to run. If engine dies when one wire is removed, the opposite cylinder is not firing. If that is the case, does the cylinder have spark? Does it have compression? If it is not firing and has spark and compression, check the valves, you can have a pushrod off. These engines run really well on just one cylinder, but shows as surging and low power.

BTW, when I engage the mower blades, it seems to run fine - no surging.
