JA: What's the make and model of the mower? And can you guesstimate how old it is?

The first thing that I would check is voltage at the electric clutch connector. Where the clutch plugs into the machine wiring. If you are getting voltage there then the problem has to be in the clutch itself. If you are not getting voltage there then I would suspect the PTO switch as being the problem. You should be able to unplug the wire going to the clutch and use a voltmeter to test for voltage at the connector with the ignition switch turned on to the run position and the PTO switch engaged or turned on.
