I have a honda eu6500is i can start it the gov. will not

i have a honda eu6500is i can start it the gov. will not respond replaced gov. motor and choke motor and it still shows a code e-04 now im thinking its got to be a board issue am i on the right path

If you are still getting a code E-04, then you either have a bad invert unit (most likely), or a bad GCU.
