Can you lock the parking brake? Is it just not stopping or holding the mower in place?

On the side of the mower transmission there is a brake assembly that can be adjusted. You will need a pair of pliers in order to remove a cotter pin and normally a 1/2" wrench(preferably open ended) to make the adjustment.

Set the parking brake, remove the cotter pin, and by slowly turning the nut to tighten it(clockwise) you will be able to make that adjustment. As you are tightening try to roll the machine periodically. Tighten the nut a little and then roll the machine, if you can still move the machine then go back and tighten the nut a little more and try to roll again until you get it to where the machine can't be easily moved with the parking brake locked on. Then release the parking brake and make certain that the machine rolls easily with little or no drag on the brake when the parking brake is released.
