I have a toro 521 snowblower and half the front auger

I have a toro 521 snowblower and half the front auger doesn't spin. I can see that the shear bolt is broken but I can't get it out. How do I remove the auger so I can get to the shear bolt to drill it out?

they do not get drilled out , they get punched out

try to align the auger with the shaft , and use a drift pin or punch to knock it out

I can't punch it out. The kinda of bolt hole in the shafts doesn't go all the way thru. I need to take the horizontal auger out to gain access to the shear bolt so I can either extract the remainder of the volt or drill it out. How do I remove the horizontal auger?
