Scotts mower will not start even after putting a new starter

My Scotts 25 54 mower will not start. I put a new starter on it, all it does is click but won't turn over. I jumped the brake clutch switch. It made no difference. Now I am stuck.
Fuel is not an issue. The engine won't turn over. Also, why wouldn't a starter turn over?

Sounds like you have a bad starter solenoid. Try jumping the solenoid and seeing if machine will turn over. If so, replace solenoid and you will be back to running again.
