can you move the blades manually from the top?

there is a spring, called a exterior electrical clutch spring that is hanging down
would that be the problem?

yes that will effect the blades movement as they are not being engaged. What model engine is on the mower?

Spring will attach to the clutch bar. Follow the bar that runs from clutch and there will be a hole for the spring. Normally is will attach to one of the idler pulley brackets under mower
