I have a Craftsman GS6500 Lawn Tractor. The blade height

I have a Craftsman GS6500 Lawn Tractor. The blade height adjustment is broken. The adjustment side is intact but the opposite side, the right side facing forward has either become disconnected. I found a large washer but no cotter pin. I was going to try to remove the back cowling but am not sure if I have to remove the engine cowling first
