the 550 mower seems to be gagging and running weak. on the left side of the mower it get more power when I tweak that lever but nothing I can do makes it rev faster.
JA: What's the make and model of the mower? And can you guesstimate how old it is?

On top of the carburetor is a spring, this spring is the high speed spring, if you increase tension on the spring, by bending the bracket the spring attaches too, engine will run faster, just do not move it to far, as a little tension can make a big difference!
