I only get 2 volts to my PTO clutch. Clutch reads 2.2 ohms,

I only get 2 volts to my PTO clutch. Clutch reads 2.2 ohms, Ground is good to clutch. Only 2.2 volts on B= to clutch. All fuses ok but 30 amp bottom right fuse gets warm even when clutch is disconected. Has blown fuse a couple times. Suspect a short somewhere. Do you have any sugestions? Battery has been fully charged and 722D mower starts great and lights work. Checked PTO switch and test's good. Checked both relays and they work good and make and break properly.

Use a jumper wire to bypass the ammeter. Ampmeter should have full battery voltage passing through it. It may be causing the low voltage!
