on a2000 GT235 16 hp Briggs the engine starts but appears to be choked heavily with lots of stinky black smoke while running rough. Also gasolene squirts out of a small 1/8 " diameter rubber hose about 8 " s long that comes out the side of the carb and doesn't appear to hoke up anywhere. The manual choke workes and the engine needs chocking to start but the chock opens when released. Is there a diaphram in the carb? Should the small hose be connected to something. The engine was running fine and all of a sudden it appeared to flood out.

See the link above, your needle valve and float is not controlling the fuel into the carburetor. The loose hose is a vent line for draining off the gas, if carburetor overflows, and that is exactly what is happening!
