Randy what I'm trying to establish is if this unit has been sitting and not being used, if so I want to get an idea for how long ?

OK lets try removing the spark plug and then pull the start cord to see if the engine will turn over, there might be an issue from sitting where an over abundance of fuel has accumulated in the cylinder and is hydro-locked, (be careful when pulling because gas might squirt out) try tipping it over with the spark plug hole facing down. If it had fuel in the cylinder then let it dry, you can clean the spark plug or replace and then try to start without choking at first.
