I have a Toro Workman cart and the clutch does not tighten

I have a Toro Workman cart and the clutch does not tighten up on the belt when in gear.
It will move but has no speed or real power, the belt stays loose the whole time. I assume
the clutch slides together in order to tighten the belt. How can I fix this problem?

The cart has two variable pulleys and the drive belt. The drive clutch has to narrow when the engine rpm is increased, If it does not, it is stuck or has broken springs. If it moves in and out, is the driven pulley moving on the transmission end? I suspect the drive clutch needs to be replaced.
