I checked your earlier suggestion and it looks like the governor

I checked your earlier suggestion and it looks like the governor is shot. The engine is an 18.5 HP OHV I C Platinum Intek Briggs and Startton Model 40V0HV. Is it worthwhile to repair given its age (1999) and is it something a handyman can do?

The engine has to be removed, and the pulleys taken off. Then with the engine blocked up, so the sump is up, the crankshaft cleaned and the sump bolts removed, Sump is slipped up and off the crankshaft, to expose the governor. It is not a hard job, but I do not know your capacity. With a service manual in hand a handyman could do it.
