The needle valve and float in the carburetor is what causes the fuel to leak from carb when engine is not in use. It only happens when engine is not being used. An inline fuel shutoff valve will fix it!

the fuel bowl has a device with 2 wires and can not be removed ????

What is the engine? The device is anti-backfire solenoid. It plugs the main jet, it has nothing to do with shutting off the fuel to the bowl. On most engines, it holds the bowl on, and just screws in.
