The mower has two separate transmissions, are both sides equally slow? The only common part is the drive belt, which runs from engine to both transmissions. Is the belt tight? Has the belt been replaced? See the link above!

Belt is tight? Seems odd that both sides will be equally slow. Did this come on all at once or get slower over time? Engine rpm stays up?

Any better in reverse than forward? Does it turn right or left at faster speed? Does the mower roll if you have it in the freewheel position, to indicate that brakes are not dragging? You do understand that it has two transmissions and they are independent of each other? ANd with hydrostats, the length of the travel of the transmission levers determine how fast the mower drives.
