cart works fine on level, but on hill will not run. Batteries are new and well maintained, and charger also new and working

Year model? 36 or 48 volts? Do you have a voltmeter to test the voltages? Have cables been replaced? Does cart slow on hill or quit?

Does charger run full 8 hour cycle?

Large drop on hill, needs to be checked with voltmeter while under load. Need two jumper wires with alligator clips, to attach to battery pack and to voltmeter test leads. Monitor voltage before hill, and when the speed drops off. A large voltage drop indicates a battery or cable that is not up to carrying the extra amerage required.
