Trying to get my JDeere 100 mower started. It's turning over but not catching, not even a sputter. Is the clear bowl where the fuel filter is supposed to be full of fuel?

Yes that bowl should be 1/2 to 3/4 full

it sounds like the float needle is stuck closed

drop the float bowl, make sure the float is free up and down

and the needle valve moves with it also
