Yes there is a fuse, may be is several locations

it may be a inline fuse, check at the battery, at the starter

and key switch

I pulled the battery back out and trace the wires and I can't find an in-line fuse do you have any more suggestions

Yes there is a fuse in 1 of the locations I mentioned

check the voltage at the key switch, the heavy Red wire

also voltage at the starter battery cable
