Most of the time this is caused by a clogged or dirty carburetor jet(s). You can verify this by starting the engine and manually holding the throttle linkage steady if the hunt or surge goes away then it is likely a governor adjustment that needs to be done, if the engine stalls or dies then the jet(s) in the carburetor are partially clogged causing your problem.
