Power went out local power is back on. I came home

Power went out local power is back on . I came home everything was off still generator not running . Code read that generator was under voltage . I turned the breaker on and off same reading . Pulled the fuse by the manuals auto switch put back in generator now working but it doesn't need to . Keeps cycling back and forth is not reading that power is available .

The genset starting on its own when utility power is available is usually caused by a blown N1 or N2 fuse in the transfer switch.
