Motor surges please tell me why-- is it governed--can this be adjusted

There are two reasons that your engine may surge. 1. Trash or debri in the main jets of the carburetor. 2. Governor adjustment.

You can isolate the problem by starting the engine and grabbing the throttle linkage by hand and holding it steady. If you can steady it and the engine continues to run or smooths out then it is a governor adjustment problem. If the engine stalls or dies when you steady the throttle linkage then you have a carburetor issue which is most likely the jets partially blocked that is causing your problem.
