my swisher walk behind when I push down the handle to start it wont budge

Handle should release the flywheel brake. Is it moving the brake? Tie the handle down and remove the spark plug wire, and see if you can turn the engine with the blade. If not, remove the spark plug and see if it will now turn. May have fluid on top of piston.

Brake won't budge Unit was sitting outdoors.

If brake is stuck to flywheel you will need to oil it and work the blade , to free it up. Tie the Handel down to keep it in the released position while you try to break it loose. Or take the top plastic off the engine and use wrench to free up the brake.
