engine acts as if water lock untill spark plug is remove, valves are free as soon as spark plug is back pull cord realy hard to pull, any suggestions?

Hi my NE is John and welcome to just answer, there could be a few things causing this , the valves could not be adjusted properly meaning the compression release which is located on the camshaft may not be releasing compression at the proper time . The timing key located with the flywheel could be sheared causing the engine to be out of time
