We have a merits s2353 scooter. It has not been in use 4

We have a merits s2353 scooter. It has not been in use for about 4 years. My wife recently fell and broke her knee so I pulled it down out of the attic. I have replaced both batteries and charged it but when the key is inserted, it will not go and the green light flashes 5 times, which according to the manual is something to do with the braking system.
I have tinkered with it but have not been successful.
Is there a quick easy solution or does this have to go back to the dealer?
Any help would be greatly appreciated.

Try manually forcing the wheels in the rear to move to see if the motor is hung up, it very well is a motor problem and hopefully it's simply hung up.
