toro z240 time cutter mower wont start....i replaced plug....i replaced fuel filter...any suggestions?

Welcome to JUST ANSWER small engines, let me try to help you !! Remove the spark plug and with it grounded to the metal of the engine, crank and look for spark at the plug. If it has spark, check compression by holding finger with rag over the spark plug hole, to see if it has enough compression to move your finger. With spark and compression, put a teaspoon of fuel direct into the spark plug hole, re-install the spark plug and see if engine will fire for a few seconds. If it does, the carburetor/fuel supply is problem. Is the fuel solenoid in the base of the carburetor clicking open as soon as the key is turned on? It requires 12 volts to open and has to stay open for the engine to receive fuel.
