My dads exmark has a 24 hp kswasaki FX691v that just quit.

My dads exmark has a 24 hp kswasaki FX691v that just quit. It cranks but has no spark. I checked all safety switches I could find. What controls the spark on this engine

The ignition coils are normally the only thing that controls the spark other than ground wires going to the coils.

The ignition coils are the only thing in the system that control the spark. You could have a ground wire shorted out going from the key switch over to the coils that would keep it from firing. The easiest way to check this is to unplug the small ground wires going to the coils and try to start the engine, if it starts then you have a wiring or switch problem, if it still doesn't start then the coils are bad.
