This sounds like you have a bad safety switch on the seat, it is not telling the rest of the system that you are present in the seat.

No, I actually cut the two wires and patched them to complete the circuit same issue.

Did you try running it with the wires completely disconnected sometimes on these they can't be tied together?

It depends on whether the seat switch was normally open or normally closed. Wiring them together is not always the answer, however most of the time it does work.
