Welcome to JUST ANSWER small engines, let me try to help you !! This is twin engine, have you ran a cylinder test, to see if both cylinders are equal? Loosen the spark plug wires and with engine idling, remove one wire at a time, to see if both are equal. If engine dies when either wire is removed, the opposite cylinder is not firing. Your surging may be from engine only running on one cylinder. These engines run well on one cylinder!
