I have a craftsman rider and when I turn key the starter clicks. Is that a problem with the starter or solenoid?

low voltage to the starter solenoid. Battery or cable problem!Do you have a voltmeter to check ?

I didn't remove the plugs yet and havn't tried turning it over. no don't have voltmeter

You say new battery, so check the cables, at the battery and the negative to the frame.
