The most common cause of a surging engine is a bad carburetor. Some of the fuel passages get clogged up, and the engine can't get enough gas.
The rich running can be caused by a dirty air filter, weak spark plug, or a bad carburetor. What happens is that the needle and/or seat get varnish on them, and the needle can not shut off the flow of gas when the bowl gets full, so gas continues to run into the engine faster than the engine burns it.
