There is likely a burr preventing your pulley from slipping off pulley shaft. After you remove your set screws, your pulley will usually slide right off, under normal conditions. There is a key in place as well. Have you tried spraying your pulley and shaft with penetrating oil?

I do believe your pump is a Hydro-Gear brand, rather than a Parker brand. The pulley can sometimes be extremely difficult to remove. Have the pulley ever been off before?

Your key and your set screws, is what secures your pulley to your input shaft. If someone over tighten the set screws, at some point, this create a burr on your shaft, and cause your pulley to stick, and not move up or down.

As a last resort, you may have to cut the pulley off and replace it. Keeping soaking the area in penetrating oil and using your puller.
