Welcome to JUST ANSWER small engines, let me try to help you !! The wheels rust on the axle and if you can't get them off with a rubber hammer or a block of wood on the back side, all you can do is attach a puller. If there is no holes near the axle shaft area, you have to drill two 3/8 or similar size holes, so you can get puller bolts close to the center of the wheel/axle, so you don't bend the wheels. The use puller to pull off the wheels. If you are going to get new tires, sometimes it is easier to have tires installed with wheels on the tractor!
