I have a 10,000 watt generac whole house generator. ran perfect for 13 years and always maintained, checked it today and 15amp buss fuse blown , i installed new fuse and it allowed me to set charge time . when i move rocker switch to manual it wont even turn over. just clicking noise from panel below auto and manual switch

The first thing you need to do is to have your battery tested. Do not rely on a voltmeter or battery charger to tell you if the battery is good or not. Even a bad battery can read fully charged with 12V, but not have enough ampacity to do any work.
