Surging is caused by lack of fuel getting to the engine.
Due to the fact that yours will not surge until it has been running for half an hour, there are 2 likely causes:
1. You have a pin hole in the fuel line, and it is sucking a little bit of air.
2. The engine is running hot enough to cause the carburetor to partially vapor lock.
